I have a 25’ x 25’ mulched area over dirt. Would I be able to install without cementing?

Our Outdoor Sports Tiles should be installed over a solid surface. Acceptable subfloors would be concrete and asphalt. Installing these tiles over mulch is not recommended because the playing surface will become unstable.
