Could these tiles be laid over a bare dirt ground with a sand base?

Our Paver Tiles - West Coast can be laid over dirt. When installing these tiles over dirt, it is recommended that a weed fabric be placed under the tiles to prevent grass from growing between the tiles. The tiles do not interlock to each other but can be glued together with a polyurethane seam sealer glue.
